Under direction of the Director of Economic Development, the Managing Director of Events and Parking plans, organizes, and directs citywide Parking, Event Venues, Special Events and Marina/Boat Launch enterprise operations. CLASS CHARACTERISTICS Incumbents in this management level classification are responsible, in addition to the above, for the management and oversight of Parking, Event Venues, Special Events and Marina/Boat Launch facilities and programs, including the management of permits, leases/contracts, and safety and traffic management coordination for mass gatherings. PRINCIPAL DUTIES (Illustrative Only) Plans, develops, and manages onsite and offsite parking personnel, facilities, and programs, including review of parking citations; participates in planning of activities and programs related to parking; recommends and implements policies and procedures; Ensures parking operations are sufficient for the safety of public while attending mass gatherings and special events; Develops policy, goals, and objectives for the Marina division; updates, develops, and implements program's activities; Responds to complaints, concerns, or requests for information for all aspects of Division- Marine, Parking, and Venues; Responsible for the management of venues, including but not limited to, the Arena, Ballpark, Weber Point, Bob Hope Theater, Civic Auditorium, Oak Park Ice Rink, Pixie Woods Amusement Park, and other City event spaces; Responsible for producing meaningful economic development tailored Special Events at Weber Point and Downtown Stockton including all necessary permit and crowd management; Responsible for policy and operation of City's childhood amusement park, Pixie Woods; meets and works with non-profit board to ensure maintenance and best operation of facility; Coordinates and ensures permit requirements for event driven street closures, and crowd management, citywide; Works collaboratively with City departments to maintain efficient operations of Special Events, Parking and Venues; Participates in City's emergency response planning and training; Negotiates and manages sport tenant leases and long-term Marine leases; Manages, directs and is responsible for personnel; and Responsible for setting Division goals, tracking metrics and reporting progress. Skill in: Making persuasive oral presentations of ideas and recommendations; negotiating and managing contracts/leases; Preparing clear and concise management-level reports, correspondence, and other written materials; Operating standard office equipment, including a personal computer; Planning, coordinating, directing, and evaluating the work of subordinate staff; Establishing and maintaining cooperative working relationships with a variety of citizens, public and private organizations, event promoters, boards and commissions, non-profits, and City staff; Communicating clearly and concisely, verbally and in writing, with public speaking ability; Analyzing situations, reviewing complex data, and developing appropriate solutions; Relating positively to the public in a group setting or in a one-to-one situation; Making sound decisions and meeting critical deadlines; and Establishes program assignments and responsibilities for employees; provides technical and administrative policy guidance; makes recommendations to City leadership.
